Portugal has officially removed Hong Kong, Liechtenstein, and Uruguay from its list of jurisdictions with “clearly more favourable tax regimes,” more commonly known as the tax haven list. This change, announced through Ordinal 292/2025/1 and published in the Diário da República, reflects Portugal’s commitment to maintaining an up-to-date and transparent tax framework.

These jurisdictions had submitted formal delisting requests under Article 63-D of the Portuguese Tax Law. Following a positive review by the Portuguese Tax and Customs Authority, the Finance Secretary approved their removal.

Importantly, none of these jurisdictions were ever listed on the EU’s non-cooperative tax jurisdiction blacklist, most recently updated on February 18, 2025.
